What is the Environmental Permitting Programme (EPP)?

The Environmental Permitting Programme (EPP) regulations is a single simplified modern permitting and compliance system developed by Defra, the Environment Agency and the Welsh Assembly and is part of a major initiative to simplify and reduce the costs of licensing activities.

The regulations which pull together Pollution Prevention and Control (PPC) and Waste Management Licensing (WML) employ an integrated approach to control and reduce the environmental impact that various manufacturing and support sectors may have. The regulations require operators to demonstrate that new or existing facilities do not breach legal emissions requirements and they have developed plans to ensure continued compliance with industry standards via Best Available Technique (BAT).

Specifically the regulations apply to emissions to air, land and water; noise, odour & vibration; waste; site remediation and energy conservation.

It is , however, worth noting that the Environmental Permitting Programme (EPP) is yet to apply in Scotland and Northern Ireland, although PPC and WML do.

Contraventions of any agreed permit requirements for a particular site can result in heavy fines and even imprisonment.
